     Aqua Cops has been a Certified Florida Corporation Since 1996 and holds an A+ Better Business Bureau rating. As an honorably retired Orlando Police Detective, I am proud that we built Aqua Cops through grass roots efforts with honesty, integrity, loyalty and hard work.  I was raised on a farm with 11 brothers and sisters where I learned how to become successful through common sense and hard work. I have been blessed with decades of experience in all types of residential and commercial construction, water treatment expert, reclamation and energy/water conservation.  I am truly thankful to all of our residential and commercial clients and most of all our professional staff who always go the extra mile to be the best.

  • Austin Floeter - Engineering Manager

    Austin Floeter, is Aqua Cops Engineering Manager and one of our Operations Supervisors. Austin received a full scholarship from Virginia Tech in 2016 finishing with a Bachelor’s of Science in Mechanical Engineering. Austin passed the Florida General Contractor exam at the young age of 20. Austin also is an Army veteran who served for over five years as an Armor Officer before separating as the rank of Captain. Austin served in multiple different leadership positions within the Army including as a Tank Platoon Leader, Company Executive Officer, Operations Officer, and Platoon Leader of the prestigious US Army Caisson Platoon. Austin’s mother Jill Floeter raised Austin and Colby Floeter to be exceptional human beings and treat everyone with kindness. Austin has worked for Aqua Cops in some form for over a decade. Austin is involved in all everyday business tasks from administrative to engineering to on site field operations.

  • Colby Floeter - Operations Supervisor

    Colby Floeter, is one of Aqua Cops Operations Supervisors. Colby graduated from Florida State University in 2020 with a Bachelor’s of Science in Business Management. Colby is a Florida Certified and licensed building contractor. Colby’s mother forged Colby into a person who is honest, gifted with outstanding character. Colby started working for Aqua Cops as an apprentice at an early age. Colby has over a decade of experience at Aqua Cops and has learned all aspects of the business world from hands on to sales, planning, execution, efficiency, administrative and works side by side with his brother Austin Floeter in the bid department.

  • Matthew Nelson - Senior Field Supervisor

    Matt Nelson, employed Since 2010, is a key ingredient to Aqua Cops success. Matt was born and raised in Coshocton, Ohio. Matt has a beautiful family that is kind, loving, honest and genuine. Matt has worked in all areas of construction and is a master craftsman, He has been recognized as Aqua Cops employee of the year many times. Matt is a Certified Backflow tester he manages all working crews, develops the operational strategy, scheduling projects and safely execution of those projects. He is excellent at safely training new employees and has easily trained in excess of 15 Aqua Cops employees. Our line of work requires a positive attitude and confidence to resolve working problems daily. Matt possesses those extraordinary qualities that require, experience patience, knowledge and a strong work ethic. Matt is kind, confident and humble.   • Robert Clerici – Director of Construction

    Rob is a wonderful caring family man who has been a 30-year Central Florida resident.  Rob has over 25 years of Florida government construction and procurement experience.  Rob is a Licensed Florida Building Inspector, a Certified Facilities Manager, FDEP licensed Inspector and Certified New Construction Blower Door licensed technician. Rob has worked with Aqua Cops since 2012 and has a robust background in project operations from initial planning to final execution.  Rob will attend initial project walk through; develop material pricing list, provide operational strategy and assist bid manager on estimating.  Rob has an excellent rapport with all Aqua Cops employees and clients; he is always ready to respond to any situation with confidence, relying on his many years of professional training and hands-on experience.  Rob is Aqua Cops’ on-site project manager for all work at the Kennedy Space Center / Cape Canaveral Air Force Station & Patrick Air Force Base.  Aqua Cops is extremely proud to have Rob Clerici on our Team.

  • Austin Nelson - Senior Technician

    Aqua Cops is extremely proud to employ Austin Nelson, Since 2015. Austin hails from an honest, loyal hard working loving family environment He began his career at Aqua Cops as an enthusiastic apprentice and has been exposed to all types of complex commercial and residential water conservation projects. Austin had the opportunity at a young age to work on many projects that required adversity, problem solving and improvisation, he has managed large scale “Green Grant” projects in Greenville SC, Charlotte NC, and Florida to name a few. Aqua Cops is proud to say Austin has developed into a highly skilled craftsman who is passionate to Learn and better himself each day while remaining humble.

  • Dustin Groetsch - Field Technician

    Dustin Groetsch has been an honorable Aqua Cops employee since he was an apprentice. Dustin was raised by Randy and Rachelle Groetsch to be loyal, hard working and honest man. Aqua Cops is blessed to have Dustin as a key employee who can mult-task from skilled hands on construction work to gathering data and intelligence in the field as a water conservation operative. We are proud that Dustin recently was certified as a Florida residential insurance claim adjuster. Dustin can be called upon to work any type of job and has a can-do attitude. Dustin always is quick to smile and laugh and is exceptional at winning the trust of any person who may be lucky enough to meet him.

  • Randy R. Groetsch - Operations Supervisor

    Randy Groetsch, Operations supervisor for Aqua Cops Water Systems Inc, is proud to have been born and raised in Louisiana and graduate from Louisiana State University.  Randy is an honorably retired Orlando Police Lieutenant and worked side by side with Matthew Floeter as a Drug Enforcement Detective. Randy has worked for Aqua Cops for over ten years and has a strong background in managing employees and government programs.  Randy has been Supervising the Orange County Water Watch Program for several years and has managed to achieve historical stats within the program. Orange County Water Utilities Supervisors rave about how kind, thorough and highly skilled Randy is. Randy is one of the best people you could ever meet. Randy is a State certified backflow tester.

  • Eileen Luna - Administrator

    Eileen Luna, simply put is a beautiful person with a can do attitude. Eileen has worked for Aqua Cops for several years and she continues to impress us with her vast knowledge, administration skillset, office knowledge, training abilities and most of all her kind loving personality. Eileen is well versed in water conservation data recording, intelligence gathering and dissemination of that intelligence information in real time. Eileen is a valuable asset and a key component to Aqua Cops success within the Water Conservation programs that we are contracted to manage in Orange County, and TOHO Water Authority.

  • James Groetsch - Water Watch Patrol

    James Groetsch has been cut from the same cloth that Dustin and his Father Randy Groetsch have been. Aqua Cops is lucky to have James working as a water conservation specialist and one of Aqua Cops Field Trainers for new employees working the “Water Watch” program. James is extremely knowledgeable of the Orange County Water Watch Program that Aqua Cops manages. James possesses a “team first attitude” James is attending College and working with Aqua Cops building great relationships with our employees and the community.

  • Dean Niarchos - Water Watch Patrol

    Dean Niarchos is an excellent Aqua Cops employee. Dean has worked several years for Aqua Cops handling the Water Conservation patrols and acting Supervisor when Randy is out. Dean is a great person who is smart, friendly, approachable and knowledgeable of all aspects of the water conservation program. Dean patrols, records data, trains employees assists residential clients with irrigation evaluations and educates the community about proper watering methods. Dean also possesses administrative skills to assist all of our data collection and intelligence gathering to conserve one of our most treasured assets we have.

  • Iris Badillo - Water Watch Patrol

    Iris Badillo is one of our hardest working conservation patrollers. Iris is a whirlwind when she is working. Iris is helpful and chooses to work the hardest night time shift we have. Iris has helped build the Water Watch/Water Wise programs into one of the best conservation efforts within the State of Florida. Iris is an excellent teammate to other Aqua Cops employees, she constantly cares about other people and is ready and willing to help out. Iris has made a huge impact on these important conservation programs and Aqua Cops is pleased as punch to have Iris as one of its best and important workers in this field.

  • Luis Arroyo Jr. - Water Watch Patrol

    Luis Arroyo has been a huge asset to Aqua Cops Water Conservation programs with Orange County and TOHO Water Authority. Luis is a wonderful person who helps train new water conservation employees and has mastered the art of conservation data recording and intelligence gathering. Luis recently is leading up our new conservation efforts with the Water Wise Program in the Kissimmee/St Cloud area with TOHO Water Authority. Aqua Cops asked Luis to assist us with building this new program into a successful operation and Luis embraced it as all of us knew he would. Luis is dedicated and strives to produce results while being responsible and kind.

  • Jose Maysonet-Otero - Water Watch Patrol

    Jose Maysonet-Otero is a wealth of knowledge and experience. Jose has worked with Aqua Cops for several years and works the nightshift. Jose has assisted in building our water conservation programs into one of the best in the State of Florida. Jose is helpful to all of our employees and uses common sense, intelligence and good character to be the absolute best at his important position. Jose is trusted to work these tough shifts because he is responsible and skilled at the work. Jose can multi-task and accepts tough jobs without hesitation.
